How does meter billing handle a misread or a replaced meter?

Readings are confirmed by a person before they bill — the photo and the prior-reading history are right there, so a misread stands out. Replaced meters keep continuity: the old meter's final reading and the new meter's start are both recorded.

Can residents pay seasonal fees in installments?

Yes — monthly schedules with due dates and automatic reminders. If someone falls behind, you see a clear delinquency flag instead of finding out in September.
